I know that because (i) I've been involved with DNA$ since it was cracked, (ii) There have been NO reports of anyone being banned for anything else, other than cheating (or abuse in some cases), and (iii) Knowing the way that DNA$ works, and the rough amount of discs with the same ID etc.., its highly unlikely Sony could even tell if you're playing online with a patched copy if the ID is legitimate - if it gets passed the check then, as far as anyone's aware, you have a store bought copy.
So, the chances I'm correct are probably about 99.9% unless someone turns up & says they were banned for using a back-up.
From your original post;
1. Yes, you can go online with your chip.
If you're playing an original game, then you'll need to disable it 1st.
If you're going to play a patched back-up online, then there's no need to disable it, as DNA$ won't check for your chip because of the patched disc.
2. It will read RW's but only for DVD Movies, not PS2 game backups.
