Yes. Google for Central Station, and your system will also need to be able to boot backups.

I've used it on my NTSC system. It has a screen adjustment in the menu somewhere.

if i m not mistaken, central station is knida like xbox live for PAL ps2 online menu...but can it boot on a ntsc uc system?

Seeing that you have a matrix, you shouldn't have a problem. At the very worst you should only have to use the y-fix in your chip settings. Although I've never got it to work through dial up, it has worked for me on network. And yes, it is PAL. Attatched is the file list on the copy I have.
