The server hasnt been up all the time as theyre only testing it, but from tests when it is up, you can play with a backup unlike on the NTSC version.
And, mesut, if you want up-to-date DNA$ lists for PAL & NTSC games, click the link in my sig. You'll find IDs for every online game ever released & IDs are usually available within 24 hours of a game being released on the 'scene'.
EDIT: It is confirmed 100%. You CAN go online with the PAL version of Socom 3 using a patched backup. Servers have been up most of today & quite a lot of people online.
