Madden Question

Sometimes whenever I try playing someone "locally" online, it won't let us connect. I'll issue the challenge, it will say, "connecting to server" & then give a timed out message. I went to the NEWS section & it mentioned something about setting my firewall port settings to something different. Are they referring to the router firewall settings?
My only concern is that I'm able to connect anyone else online, so why would that effect me playing people in my city?
If anyone can offfer an advice, I'd appreciate it.

Well the router firewall, can make the difference just check the settings.
