Try this.Download the PS2 Save ID Changer( http://www.ps2savetools.com).Open the file and convert it to NPO format. Then you need the pal save name(and by name I mean BES....)try saving and then transfer the save to the PC.Now you should have 2 saves.Try using prog to change the save id.If you find it difficult try the all in one ps2 save builder.Rename the save and the BESEC-5168.... file in the picture in the euporean ones save it as npo and load it to ps2 vial nport.

Just rename the directory and the corresponding file with the same name to match the US, send everything back to the PS2 (creating the new directory on the MC of course)

minos,
I can't open the file and convert it to NPO format because ps2 save id changer doesn't show the file when I try to load it because the file does not have an extension.
Remember, these are RAW saves copied from MC via EXECFTPS so each save is NOT just 1 FILE.
They are like this as I showed before:

I have tried that with various saves before creating this thread and the saves get corrupt and show as corrupt in ps2 browser.
I was renaming saves as you mentioned and also each game complained the save was corrupt.
I changed both the folder names and actual save to the US ver of any game save I tried to convert.

You are using ExecTFP yes? This apparently doesn't transfer date stamps and some games check these and refuse to load if they are not correct.
To create a new save (.npo, .max, .xps, whatever) from all your files just extract them to a folder somewhere, open up PS2 Save Builder , name the ROOT/Directory correctly and then drop all your files into the list section. Save as the required format.

Then how should I transfer the built save back to PS2 if not via ExecFTPs?
Can I burn to a rewritable and transfer to MC via PS2MENU?

I've never used that software so cannot be sure if it does transfer all information :-/
The only products I know transfer all the required info (and this is because I've used them) are: EMS Memory Adapter, Xport v2.23 (PS2 disc must be 2.23) and any of the latest Datel tools that have pen drive support (AR MAx Evo, MaxDrive)

Reason: You'd think I'd know what version of Xport disc you need by now ;)

Converted my Jak II PAL save to NTSC then used PS2 Save Builder to save it to MAX format and put it on my pen drive.
Then using AR MAX Evo, I uncrushed the save to my MC and it shows correctly in the browser but the game complains the save is corrupt.
Tried this with other games too like Way of the Samurai 2, game complains save is corrupt :/
