Even with a mod-chip, what you describe is not sufficient to make a CD-R bootable.
For one thing, the PS2 has no way of knowing what file on the CD to boot. To fix that you must add a "SYSTEM.CNF" file which specifies the file to be booted, in a similar way to how it's done on real game discs. You can take such an old "SYSTEM.CNF" as basis, and just edit it to change the game filename (usuallly BASLUS... or BESLES... or somehing like that) into the name of the ELF file to be started (like "BOOT.ELF" from the uLE release ZIP).
For another thing, the PS2 will not boot all types of CD-ROM ISOs (not even with a mod-chip). When preparing a CD ISO with nero, the best choice of compilation type is what they call "CD-ROM (UDF/ISO)" as that allows using mixed case long filenames just as on a PC (almost, there's a length limit of 31 chars).
If the above isn't enough to get you going, you should look up one of the many tutorials available on how to prepare bootable PS2 discs.

Regardless of what method you choose, if it involves a program to run on the PS2 then you must have a way of launching it, so you still need to learn how to make a bootable CD. Once you have a way of running uLaunchELF on your PS2, you'll have more options for how to move stuff around. But getting uLE (or some similar homebrew) to run on the PS2 is the necessary first step.
