ARM Max can access usb thumb drive to copy game saves. And KeyLauncher can run .elf executions from usb thumb drive. Is there any tools to copy *.elf files from USB device to ps2 hdd disk?

LaunchELF (a KeyLauncher alternative) has a file browser you could copy files with. You'll also need the DMSFormat Tool to create a partition for apps.
