I came across a program similar to save builder but I can't remember the name of it any ideas guys?
The reason I'm asking is because I need a tool that'll allow you to create multiple dictionaries I don't think you can do that in save builder.

I'm not sure what you mean by 'dictionaries'.
There is no such concept involved with PS2 MC folders.
Possibly you meant something else. (Due to language problems ?)
The gamesave storage structure is quite simple really.
What you have is a simple MC root directory containing single-level folders that contain simple files. Multi-level folders (possibly what you meant) are not allowed by Sony definitions (even though they do work in the runtime filesystem), and since they are not allowed they are also not implemented by any of the standard formats for MC gamesave backup.
This also means that the MC folder of a skinned SMS (for example) is impossible to pack up into these standard backup formats, since it uses a subfolder for the skin files. And the 'myPS2' program is another example of one whose MC folder uses subfolders, so that it is impossible to handle with standard MC backup tools.
Finally, to answer your main question, I am not aware of any other program to 'build' MC gamesaves from scratch, though there are other programs for format conversion.

Also another question like to ask is why can't you backup game saves in uLE to the .PSU format by highlighting a game save folder yet you can extract .psu game saves to the memory card. I ask this because every time I copy my codebreaker folder to the HDD or USB then copy it back to the memory card it makes the save corrupt, it stalls on the memory card loading screen of codebreakerI'm currently using v4.39.
I've always packed CB folder to *.psu and restore it by uLE - and always worked. There are no any subfolders or softlinks. This must be worked.
I didn't release the psupaste option doesn't show up until you change devices.
Why does it corrupt it copying it as just a folder though???
I can do a md5 sum on an extracted psu save then compare it to the copied pcb folder if that helps?
I don't understand what you mean. Of course it is possible to do that.
First you select the MC gamesave folder or folders to be backed up, either by simple highlighting or by the marking method, and then you hit R1 and use the menu command "Copy", and then you browse to the backup destination folder (must be on non-MC media) and again hit R1 to use the psuPaste command. The console will then proceed to transfer each of the selected gamesave folders into a ".psu" file (one such file per gamesave folder).
Perhaps you never grasped the fact that "psuPaste" is a single command for two different operations. When the destination is on non-MC media psuPaste will create PSU files from normal gamesaves on MC, and when the destination is MC psuPaste will restore PSU files to their original MC gamesave form, including timestamps and attributes of all files and their containing folder. The latter is where uLE differs from some other backup copiers, which therefore fail to handle some saves correctly.
I assume that this corruption happens when you use normal "Paste" method or other backup softwares which ignore restoration of timestamps and attributes. When you use psuPaste properly this should not happen.yet you can extract .psu game saves to the memory card.
