Need help making ".DB" file.

I am using one of the tutorials here and one of them tells me to make my own TITLE.DB file. There is one for download but it says here that you urge me too make my own. Thing is I don't know how to make my own. I am using the Installing the Independence Exploit Using Retail HDLoader/HDAdvance Software via Network
By Cool438 tutorial.
