Yep, I've tried both the "PS1 Original/Backup" mode (hold Standby button until blue eject light comes on), and also disable modchip completely (hold Standby for 8 seconds).

I think I need to give it a try on another non-modded PS2, but again - any help is greatly appreciated.

i got that same crappy mod chip , and the exzact same crappy problem.

guess i will just bust the ps2 now

well seems that the problem is not the chips we have cuz i just tries to install the exp on a non-modded and i insert the ps1 disc it does the same thing, cuz it aint the chip, i am sure that no one can figure out this problem. anyone with a version 7 ps2 and/ or messajh mod chip should just give up on the epoit , and move on with out lives.
