No this is just how all or most PS2 classics are packaged with a ISO.BIN.ENC file. So it means its a sony file. Most likely containing an ISO of the original SA PS2 release.
i wonder if it unpacks when running? it would be impractical to, in fact impossible to put such a large file in the memory, i wonder if we could generate a list of files/folders in the filesystem before running and during running to see if there is a difference

And if you're really curious, the hot coffee thing was done by patching a gamesave. I never bothered to make a save on III to check the game save format, but it's probably VMC like any other ps2 game played on ps3.

well, hot coffee had a saveable variable in savefile ( meaning it was meant to be saved ) but the rest of the actual code is stored elsewhere in memory ... it was removed in special ed & greatest hits , if you have mem-dumps for each versions and good hex editor, you can see gaps and changes they done between versions and calculates memory adresses offset changes based on known values stored in blocks.

I hope someone can figure out the whole ENC file thing. I read that on IOS one must simply put the modded files in the root of the game. Mods are done like that for VC and III right now, they are just waitn on SA. Maybe if we contacted on of em and simply asked a few questions...
In the USRDIR folder of III there is a CONTENT folder with a ISH load of files all ending with dxt?? Goes from 001 to 017 with a manuel.idx and others .dxt??

GTA III Steam PC version has .gxt files for language and .txd files for loading/splash/menu screens, thats all i could find but, the files you reported have .dxt which is the reverse of .txd, so perhaps we have a situation similar to GTA IVs file formats varying between platforms
edit: with further investigation i think you have just found user manuals, there not really of any use for modding the game
also at the bottom of this article the ISO.BIN.ENC format is mentioned as being new and unknown so for now at least it looks like we're stuck

I could be wrong but I think the dxt files are individual pages for an in game user manual.
who has got GTA III/SA for PS3 and has it working on 4.## CFW ? I would also like to know which CFW you have as I have not yet moved from 3.55 CFW (kmeaw) and I'm interested in upgrading to a 4.## CFW but I don't wanna end up on one in which I can't get III/SA
