My take on GTA V modding. Is it will be possible, but if you do it online there will most likely be a banning system. Depending on how R* decides.
They could do it like it says in this article..

Or just flat out ban like Treyarch (COD) lol
Plus remember it will be a brand new game so they will apply patches to fix exploits for atleast 1 year.

Personally if ANY mods are made to the game within the first maybe 3 or 4 years, I want them to be offline. I don't want to see a single modder online for that much time. Probably won't happen, but it would be nice to enjoy the game before getting froze by a freeze dog.
