select R3(or l3 cant recall) + dpad left.... then
select payer search , then select a player with R1 + r1 or r2 to search what player you want then when you select a player choose again what mod you want to do
to select a mod press dpad up or down to choose and dpad right

I believe it is possible to play nice even with a set of kewl premium mods like these.

It does not need a keyboard, and it is a menu with ISH like...
attach to player car
cheat kill
blow up player
set player on fire
give player weapons
fire player weapons
tazer player
teleport to player
launch player veh
teleport player to prison
warp as passenger
etc...
