Well I may have f'ed something along the way
I love you for this mod, being looking for something like this for weeksif you need someone to test your next versions of this mod id happily help.
I don't know how to add it to GTA though?
You need to add the .sco to the script.img file.
ThreeSocks wrote a nice tutorial on how to do it, I've edited it a little but here it is:

•Download the sco file (you will need to rename the sco file to the correct name in order to load it from your modmanager)
•Download and install OpenIV for PC. OpenIV will ask for the location of the directory of where you installed GTAIV for PC. If don't have one just obtain a GTAIV.exe (google is your friend) and create a folder with GTAIV.exe inside.
•Run OpenIV.
•Open your script.img.
•Click "Edit Mode".
•Edit -> Add.
•Select the SCO and click "Open".
•File -> Rebuild -> Yes.
•Copy the script.img back to where you obtained it.

About renaming the sco, I'm using the GTAIV/EFLC EvilB Trainer/Console Trainer PS3-XBOX, so I just downloaded the sco and named it modslot01.sco in order to open it via mod manager.

If you can you should replace PED skins with a zombie skin.
I did with the component variation but if you want to add skin packs and contribute i don't think it's hard
I remeber nativesith doing phone skins , and I think there is a tut burried in the threads you'll have to research , I think it's a tool for Xbox but to answer your quest no I don't but I haven't tried , I'm more interested in coding
