Could someone make police phrases and animations?

I was curious and thought for the people who use mods to roleplay could have the police speeches and animations .and maybe other cool stuff like making a players car frezze in one spot and being able to pull people out of there cars and maybe the animation for with the clipboard that would be cool and its just a suggestion.

I don't see why not, again, it's just down to the fact if anyone can be bothered to do it. Those animations are probably similar to dances, etc.

i think the question is can they be put to practical or fun use in game or would it just be a toy? because if it were practical or fun someone might see such as being worthy of being coded
