There may come a PS1-Emu for PS2 in future.
Don't expect it to early, even, if it may her in 1-2months.
It also may took months,...
I think a stable release CAN have this feature build-in.

No, because that is impossible.
The VMC drivers (like all PS2 device drivers) will only work with the console in PS2 mode.
When the console switches to PS1 mode (at boot of any PS1 disc), the IOProcessor that normally handles device drivers instead functions as the main processor of a PS1, and all of the IOP memory is then needed for the PS1 functionality.
The only way to achieve virtual memory card usage for PS1 games on a PS2 console is to run those games through some emulator which can operate with the console in PS2 mode, so that normal PS2 device drivers are accessible. One such emulator called PS2PSXe is currently in development, by ffgriever, but that emulator is not yet ready for a public release.
And that release is likely to be delayed quite a while because ffgriever is currently busy working on the ESR drivers (which allow PS2 games burned to DVD-R discs to run on an unmodded console).
