Because any ISO loader would be a PS2 program, and when the PS2 switches to PS1 mode it kills all PS2 programs that may be resident.
Because of that any ISO loading of PS2 games will have to be done with an emulator, not by trying to use the original PS1 mode of the PS2.
One such emulator already exists, by the name of PS2PSXe, but it only exists in an alpha preview version, which needs a lot of improvement to be considered final. (eg: No sound at present.)
You can find a thread on that subject in the ESR subforum (PS2PSXe was created by the author of ESR).

Actually, there sort of is a way to use FMCB, but only indirectly, and you need a sensor mod or slide tool to make it work, and also an original PS1 game (doesn't have to be the same game, as long as it's a PS1 game). You also can't load from USB, you must use an actual disc (because USB Loaders would naturally get killed as soon as it swithes to PS1 mode). It also will only work on a V9 console or later (5XXXX+). You'll also need a way to map ELF files to a button (Sounds like a lot, but you're out of luck without all this - chances are, you're fine).
All things considered, it's a program called PSX Launcher, and you'll need to map it to a controller button (uLaunchELF can do this for you if you place the ELF in the boot folder of the USB). Basically, you chuck in the (original) game and hold down the mapped button for PSX Launcher when you turn on the console. It should load the program, and then after a moment the disc should stop spinning (ie. the program stops the motor) and then you can safely take out the CD without damaging anything. Then you just drop in your backup and it should load it.
Alternatively, I guess you could just run up the management, throw in an original disc, and stop it with your finger after it registers and swap there, but I strongly recommend against that because it's going to kill your motor after some time (it's not designed to take those kinds of loads).

I think you missed the point of the original post, which did not at all concern how to run a PS1 backup game from physical discs.
It was a specific question about the possibility of making an ISO loader for FMCB.
And an ISO loader is not at all the same thing as a method for booting physical discs.
