Since the Playstation 2 GS can only scale the frame buffer's width and height in integral factors, you don't really have a choice when the screen resolution is not a multiple of the game's frame buffer resolution.
Perhaps 576P will do a better job for those PAL games - after alll, that was why it was a requested feature to begin with!
