You can do this I have but it requires HEX editing the hard drive I also had Aldostools incorporate into Bdemupartitionstool, although I havent used it to do that so since its still being tested, I can tell you how to do it via hex.
get WinHex its free (better than other hex editing programs for hard drive hex editing)
Format drive on ps3 for BDEMU if havent already then plug drive into PC
Open winhex select tools.Open Disk then select your BDEMU drive (make sure to pick the right drive!)
select navigation go to offset, type in 1CA
Open windows calculator, under view pick programmer choose dec on left not hex yet
Since I made my BDEMU partition 600GB my drive is 1TB so that roughly leaves 400GB of unallocated space for FAT32 or NTFS (although the drive needed 60 or so gigs for itself and is normal for bigger drives)
600GB=644245094400 bytes (to convert GB to bytes ex: 600*1024*1024*1024)
644245094400/512=1258291200 sectors (divide partition bytes by 512 to get number of sectors)
1258291200sectors in hex is 4B 00 00 00 (change calculator from dec to hex leaving sector amount in calculator to see your sector value in hex)
reverse this hex number in pairs 00 00 00 4B
(When i say reverse NOT 12 34 56 78=87 65 43 21; DO 12 34 56=78 56 34 12
Put this hex amount in place of whats at 1CA-1CD and save
You can now open a partitions manager EaseUS (also free) and see the unallocated space and create a FAT32, NTFS or whatever partition there.
(I tried windows disk manager and it could detect the unallocated partition, but EaseUS detected it)
If anybody who uses this picks the wrong drive or otherwise screws up i take no responsibility
