If you mean a classic reptile re-skin then sure.
I got smoke done. Since his wisps are black and white anyway I just took a gamble and left them in the alpha image untouched. They turned out a bit lighter (as expected) but I'm not so sure that's a bad thing, look:
I can make them brighter by making the color of them in the color jpg pure white, but I think I like them as-is.
Well the Boss mod's goal is to add stock characters. Making skins and mods is your guys' job. ;)
I'm in the process of cleaning up my ini files as we speak. They were completely roached after two weeks of trying random things, so this is going to take a while as I'm starting over again from scratch.
I'm simply not working on him, I wouldn't know where to start due to his headers being all screwed up. To be 100% honest, I'm not a ps3 guy so aside from the challenge of getting him working, I'm not particularly interested in him.

MK vs DC and Injustice,while the 3 games share the same engine,it gets repacked differently with each game,so unless porting kratos fixes the different engines differences(HIGHLY unlikely for mk vs dc) i doubt it,i'm sure the kratos ordeal has to do with converting ps3 files to pc,aka headers.
