Hypothetically speaking, how does TrueBlue work? Is it just a dongle that gets plugged into a 3.55 CFW + Gaia/Multiman PS3 console and allows the user to play a backed up game from the internal HDD? If it's on the PS3 backup compatibility list as "Yes" under "TrueBlue," does that mean such a set up would work?

yes. the true blue is used for the newer titles. It requires it's own CFW but yeah.....

I always wanted to know how TB works.
Dose it runs some kind of CFW with they custom Payload that is able to run newest games? or what it realy dose.
I way can't we get inside that TB and look at source?
and last question, why people get sue by SONY for hacking PS3, and TB are still being developed/update and sold for hard money and I didnt heard about closing those guys ?

DRM i guess, and for same reason is still unknown how it works, but you do need a special CFW and fixed eboots for games to play, any game from older jailbreak methods works, only some issue with reactpsn but i think thats fixed by using a spoofer.
try to read some sticky like the FAQ one, they are there for a reason.
