You guys that are having trouble with ReActPSN. It's probably because you have never been on PSN before with your current user account. Now that the TB spoofer is current you can create a new account on PSN to get a working ACT.DAT which is used to store your activations. Look at the PSN section in the XMB. If it says Sign Up then you do NOT have a working ACT.DAT. You can create one. Go ahead and click Sign Up. It will bring up a screen so you can enter a username, password, name, address, etc, etc. Go ahead and follow the onscreen instructions until it asks you if you want to go to the PSN store. Exit back to the XMB. It should now say Sign In. If it does then you have a working ACT.DAT and can start to use ReActPSN.
You can also recover a pre-existing PSN account using the method above. There's a prompt for it in the above instructions. Just enter your old user name and password and you'll get a working ACT.DAT that way - DO NOT SIGN IN!!!!
You are going to place all your RAP and EDAT files in \exdata on your external drive. The drive with this folder MUST be plugged in the far right USB slot or it won't work
Change your user account name to aa
Run ReactPSN 2.20 without holding anything. It will scan the exdata folder and activate the contents
If you have PSN content but don't have the RAP or EDAT, then install the pkg files
change your user acccount name to aa
Run ReActPSN 2.20 and immediately hold the circle button for 6-10 seconds. It will scan your internal drive /game folder for PSN content that hasn't been activated and generate the missing activations
If you have DLC content but don't have the RAP or EDAT, then install the PKG files
change your user account name to aa
Run ReactPSN 2.20 and immediately hold the triangle button for 6-10 seconds. It will scan your internal drive /game folder for DLC content that hasn't been activated and generate the missing activations
The DLC scan part might freeze. Some people got it to work, but I never could because of certain things I have on my hard drive that I don't care to identify in public
I've tested all of this info with the 2.61 TB dongle update with the 4.11 spoofer. Again DO NOT USE REBUG SPOOFER!!!! YOU WILL GET A SEMI-BRICK!!!!! Hopefully this helps you guys
I've upgraded to 2.61 and it says in the system info that my PS3 is on 4.11 True Blue FW. I guess that's it regarding spoofing?
Then I created a new account and got to sign-in but then it says "A firmware update is required". I cancelled of course but there was no ACT DAT file. Went to file manager in multiman and browsed, there wasn't even any exdata folder in dev_hdd0 home 0000000x
Then I tried the same thing on another User, I created a new account but this time I haven't clicked sign-in to PS Store. Same thing. I can't se the exdata folder or ACT DAT file.
What did I do wrong? :(

Thanks for the great support andinfo so far, but i am still a little confused about some steps, so i will try to make my questiosns as clear as possible.
From the tutorial, i see that we need to have TB2.51, then install REBUG Spoofer and react PSN, and then we can remove the spoofer and update to 2.61. Why is this? React PSN will not work unless we spoof the CFW version to something higher than 3.55?
From BahumatLords comments, i see that rebug spoofer is not needed (not recommended). so i assume that we can install reactPSN directly while in TB2.61, right?
Now, to install reactPSN files (rap and edat), we need to use the right USB port, but at the same time, we need to have the TB inserted (to spoof the CFW version), so how do we put the TB dongle and the USB drive in the right usb port? is it ok to use a USB HUB?
So, in the end, if i finnaly get to have reactPSN installed and working and i am using TB2.61, all i have to do is follow reactPSN instructions every time i want to install a DLC and that is? no more version spoofing or anything?
I have a Phat PS3, TB 2.51 (preinstalled) and i have been to PSN (when it was still possible to go online with 3.55).

I did just as BahumatLord said (which I described in my previous post). I decided to try reactPSN even though I couldn't see any ACT DAT file. And it worked perfectly.
I still don't get it how come I didn't see the ACT file before, I'm sure it wasn't there. But it is now and everything is working. I can play my favorite Gravity Crash again! Yay. Lost it when I downgraded my console.
Anyone in similar situation (downgraded console from OFW 4 to True Blue), feel free to ask anything.
1. No. Now you can just update your dongle to 2.61 and use ReActPSN if both of your USB ports are working. That's because 2.61 automatically spoofs.

Ooops, It's only now that I've seen that you have a Phat. All that I said is true for Slim, console downgraded from OFW4, formatted so it's like I've never been on PSN, but I used BahumatLord's trick (create account without signing in). I can't guarantee to you that the same goes for your Phat, haven't tried myself.
Thanks for your reply my friend. I understand what my problem is now. When you UPDATE the TB dongle, youneed it to be on the right USB port, but for normal use, it can be on any USB port. I thought i had to alwasy have it connected to the right one.

It happened to me also. I found out that it happened because I wrote ACT"dot"DAT. It seems that when you type a "dot" between two words, the system thinks it's a link. Got it to work by typing ACT DAT, without dot, dividing with space. It drove me nuts too.

My original phat 20GB was on PSN from day one in Nov 2006 until Kmeaw 355 was disallowed. The upgraded 750GB HD has never been formatted once installed and my existing PSN bought games still work properly. Three of my family accounts were on PSN and all three still say Sign In, but of course, I don't. I assume that means my ACT DAT exists and is working just fine in each account?
I can't get any NEW PSN games to work properly following Patrick's tutorial, either following the original instructions by installing rebug spoof when I was on TB fw 2.51 or starting over from scratch and NOT installing rebug spoof while on TB fw 2.61. Any time I get to the step of running ReActPSN with R1 held down, I get the the correct reActPSN folder created on my USB drive (in the rightmost USB port), but the pubPSN/exdata folder is empty. Shouldn't that folder now contain the raps for my owned PSN games? Also when I do this using ReActPSN v2 00, the program gets renamed "Unknown CFW!" (v2.20 gets renamed "1.10 Unknown CFW"?!?). Is that what a successfully activated ReActPSN says for everyone else, either v2.00 or v2.20?
When I try running ReActPSN with o held down, the ReActPSN folder gets created on the root of my USB drive, but with only one folder and no files inside... is that normal?
Under any circumstance, I put my raps and edats for my new PSN games in the exdata folder on the root of the USB drive and when ReActPSN is run without any button presses, the aa account gets renamed properly to show the correct amount of new rap and edats... but then installing the PSN packages and running them gives me a 80010017 error, no matter which one I try.
Again, any help would be greatly appreciated trying to figure out what I'm doing wrong. Thanks.
