My brother originally got a cobra and now want to try out true blue. Any idea on how to proceed? Does he just install the tb cfw2 and put true blue in and that's it?

Pretty much, just install TB cfw, go thru the dongle update process and play ya game...
whatever dongle u wanna use is the CFW u switch to...

ok. but since I am going from a 3.55 to another 3.55, do I need to update with recovery menu or just regular update is fine?
since he has both dongles, he should set up debug updates and follow this guide for easy swapping. Once set up it takes about 3 minutes to switch between firmwares so each dongle will work. I've got it set up on mine and it works extremely well. It takes the hassle out of switching

To get the most out of your system, I would follow BahumatLord's advice! Super easy to switch back and forth. Cobra has better backup support, while TB offers newer backup support. I noticed when I switch from TB CFW to Cobra CFW, my mmCM remembers I switched the Spoof, and keeps it at 4.11. I can even switch from it with it still being 4.11 and go to TB 3.55. This works great when ripping my Tekken Hybrid game, which can't be done on TB without a spoofer.

yes. It will take you a couple extra steps at first, but once you set it up it will save you a ton of time. That debug firmware menu makes things so much easier. Shaitan did a very good job giving instructions on there so you shouldn't have any trouble as long as you read the whole article. I haven't seen him around lately, but if you get stuck somewhere try sending him a message and if you don't hear anything back, I'll give you a hand
I am not sure if you have to download the rebug firmware. You might just be able to go to rebug.me and grab the QA Toggle.
After you QA Flaq it, you can go and enter the code to unlock the debug menu. But whatever is easier for you, I have not tried it on rebug cfw.
