Downgrade from 4.30 1.04 error

Im having a problem downgrading from 4.30 rogero v.104 i follow these steps

listed on tortuga cove

I am now on the hybrid 3.55 that says it is 4.21 4.30 yet when i go to install the rogero cex 3.55 to 3.7 pup i get the latest version of system software is already installed there is no need to update.
Has anyone seen this problem i have been messing with this for a hour with no solution to this problem.

Are you trying to install the 3.55 3.7 PUP from recovery?
