Put the pkg in the root of your usb drive and go to install package files, it installs to hdd0:/game/"the GAME ID of your game", eg. hdd0:/game/BLES00464
I'm guessing it installs the Game Data for you.
Similar to how update patches do.
No, if a game needs GAME DATA installed it will still need to do the install. But your right about game fix pkg's, both updates and fixes install the same way and are usually the same thing anyway(most of the time GAME DATA and updates install to the same direcory). But there are exceptions that have extra steps but not sure if it applies to the OP.
