It seems like a ban to me. They've banned your IP and PSN name from connecting to the servers by detecting you're not running OFW.
Consider this; how do we know the people claiming to be legit users are actually legit users that this is happening to or weren't flagged previously for running CFW/bought their PS3 second hand and it was updated to OFW, etc? The error can also be thrown if you're firewalled, as I set my PS3 to be behind my router's DMZ last week and on a new PSN name, it briefly worked.
Some people claim it works for a short while after making a new PSN name, but this doesn't always work. For me, this only worked once and it was days later (on only one day for a brief session in the wee hours of the morning was I able to get online.)
The biggest piece of proof is that; when you're on the Multiplayer part of the screen still logged out of PSN (screen with PLAY ONLINE, LAN PARTY, LOCAL, OPTIONS) and you sign into PSN via the XMB, the game automatically tries to connect to the server and throws the ERROR without any user interaction -- as if it's constantly calling home before you even get into the PLAY ONLINE area.
What does this mean? The connectivity issues - this game is constantly calling home from the moment the game is launched. If it detects you aren't running OFW, it bans your external IP and your PSN name. If you try to log in with a previously banned IP, it bans your new PSN name. It's not banning them from PSN, just from the BLOPS II master servers!
Thoughts? Until someone shows me proof that this is happening to legitimate users, I'm fairly certain this is what's going on. Look at the troubleshooting thread on the official COD forums - the first thing they ask is for your bug report in the topic is, "have you modified your console?" For all you know, all 20+ pages of users complaining in that topic are on CFW.

any news on this. i see a 'fix' someone posted 5 days ago over at nextgenupdate (see this video ( Multiplayer "fix") PS3 CFW Call of duty Black Ops 2 - YouTube)
tried to play just now on my first account - still 22.0.-1 then on my second i got through and played half a round before getting bounced, then "error connecting to servers"

Hee hee. I have madd it past the 5 hr marker. Since playing i have shutdown ps3 3and times even updated cfw to rogeros latest cfw. Still working. People that have this eorking have had it.more than 5 days so it seems like a legit fix. If i can connect tomorrow i willpill the beans. If you cant wait then pm me. I dont eant to start a craze for it to to not work. One drawback to this is no homebrew. Aka psninja pkg installer showtime ect ect.
Seems legit to me i have had to make 4a accts. And this is the longest i have lasted. Usually banned right after quiting the game.

Never really use it. Have a few times but the ui kills me. I do like the fact that it.plays .mkv files.
I think treyarc are doing scans on the playstation for certain game id and if its found your banned. Seems to be the case. Just got home put the kids down and try to jump back on

this is what i did, in the link it has a few different strategies . so read a few pages back 16-19) ,
1.deleted game data and update
2.deleted Multiman
3. installed a stealth Mm (multiman stealthed as lost via domus. )
(once the stealthed Mm is installed)
4.FTP to ps3(my backup is internal) under attributes make READ only, and include all files
then just to be safe for game id's reasons i deleted showtime and .pkg installer(upgraded to new rogero so didnt need it)thats just my approach so i am not saying you have to.
people are saying that treyarc are doing system scans and if they see multiman id or other homebrew then they cut you off.
then i created a new user and psn account. i had to sign in from XMB the first time got some maintenance error, XMB worked and still does.
i think thats it, so basically stealthed multiman, read only properties for BO II, and new user..

forgot to mention its still working for me. 12 hours and counting. lol
probaly make a new thread in the morning so everyone can see. and at least try if they want. just want to give time, maybe tryarc just being lazy right now lol
forgot to mention using a add on from another fine release as well.
i also disabled auto login for the users

ran through this and only lasted about 4 minutes in a pub match. deleted Mm and showtime. as well as the rebug things. updated to latest rogero. installed multiman pkg above. think i set the permissions for BLOPSII folder correctly. (chmod -R 444 BLES017......*) when i ls -l the folder it listed the PS3_GAME and other folder as dwrx-------- and the single file in there as --r--r--r (sorry if those are a little off, im a linux nub)
so then I made new account, ran BLOPSII, started from app/home (with no disc in the drive) logged in etc. booted after 3-4 minutes.
may try again tomorrow..
also thinking that my IP might just be flagged...
anyways..

alas, loooking at the link you posted, i did not follow those steps
"5- Quit MMOS, and select the BOPS II game but make sure that Bd mirror and external isn`t ticked, to do this press square and check if theres something ticked...
6-Load yore backup pressing Select+X, MM will exit to XMB, Now before you load the game Delete MULTIMANAGER (YES DELETE IT)
7- Now load the game from BD drive (Not App/Home)"
will try again tomorrow and probably just wipe everything
