Yes and no. Since PAL and NTSC games have different product codes, the codes won't jibe correctly. You might be able to rename something, I've been known to borrow m/c saves across like that, but I'm not sure.
EXPARAMENTATION, however, has created our entire scene. If you have a specific title in mind, I'm sure someone has it's corresponding counterpart, and won't mind giving you the information you need to proceed. BASLUS vs BASLES, SLUS vs SLES, and such.
