Hi, I have a rather complicated issue.
I have a PS2 Slim console. I have a CodeBreaker 9.3 cheating device. And I'm playing a PSX game - Final Fantasy VIII (NTSC-USA region).
Is it possible in some way to enter FF VIII (PSX game) cheats into some ELF type cheating device: CB or GS which is for PS2 game hacking and get the desired results?

I'm looking into it at moment but the ps2 raw code format and ps1 raw code format are different I think.
If you press select on a ps1 cheat on the ps1 version of action replay cdx it shows the code in raw code format I think.
I like the L1+L2+R1+R2 message too at the menu screen lol

No, that is impossible. Cheat engines intended for PS2 games will only work with the console in PS2 mode. For PS1 games you will need to use a cheat engine designed for the PS1 console (and yes, they do work on the PS2 console too (using PS1 mode)).
