Do you have FMCB installed?
If not then you are trying to use Swap Magic to install it?
Then yes that tutorial there will, help install it.
Let me try say everything I did and I have right now.
I have Ulaunch burned on CD-R. I inserted MC and with help of SM 3.6, I start Ulauncher and installed FMCB (I found that in "noobie package") that was on my USB key. Thats it for now. I don't what to do next. I downloaded Codebreaker and if you could just point me the right guide on how to proceed?
run codebreaker through ulaunchelf (As you have installed the noobie package it will be listed in the hacked osd.) or you can add it in the hacked osd menu as well. Use fmcb configurator for that. There are lots of tutorials for that. Just use the search feature.
I copied Codebreaker.elf file on USB key, and I run it with Ulaunch, and it actually starts.
So I just tried with game Battlestar Galactica, I marked the cheats, press Enter and when I got to main screen I go to launch game, but when I insert my game it won't start. It just starts for second or two and it says that the game can't start. So does this work only on reatil games or pirates versions too?
well it works on everything but the same issue was with me as well. I just gave up because it couldn't load the backup game disc, I don't know why, it was probably because my modchip is a crappy one , and it might have been going to sleep mode after launching Codebreaker. If you have a decent modchip and if you could bring it out of sleep mode(turn off sleep mode) then you should be fine.
Another thing you could do is to turn off Auto-Eject in Options menu, and then you need to manually push the eject button and insert the game disc. And that has helped some people.
Well if you haven't got it to work by now then patch the codebreaker.elf to load another elf preferably Hdloader or Ulaunchelf when trying to run the game.

Which version of codebreaker have you got. There is a tutorial on this site that tells you how to make it to launch another elf file.
Follow this tutorial according to your own situation. According to the version of codebreaker you have got.
There are many things to be said about proper use of the patched CodeBreaker elfs, but it has all been said many times before, better than I have time for here and now. Just search for it and you will find it eventually.

Instead configure one of your quick launch buttons in the uLE menu to use the internal subprogram "MISC/PS2Disc", which can then be used to launch just about any useful disc you may have in the tray, by using just this one single button.
DVD-Video discs automatically cause the DVD-player to be invoked
ESR backups automatically cause ESR to be invoked
Original PS1/PS2 games are booted by uLE as per SYSTEM.CNF of the disc
That last is of course what you need when launching a PS2 game disc with cheats, and will result in launching the same files you mentioned above, but without having to browse for them.

You only need to download the codebreaker 10 patch from there and apply it on the elf. You need to do nothing else.
