How Do You Put a .hex file on a dongle?

I Have a quick question, how do you put a .hex file [It Would be Hermes 3.50 Spoof and PSN] and with a PS Jailbreak Dongle, one of these:

So Is It Even Compatible with this kind of a Dongle, or i have to look for an other one? ;ddd Thanks
