To be perfectly honest with you, why are people trying to emulate a console that the PS3 can actually do without emulation? Did people forget that the PS3 did have backwards compatibility at one point in time?
Remember the little game utility "PS2 System Data" that is of course available on PSN? I'm inclined to say the answers to allowing US (meaning the end users) to play PS2 games on the system is within that file. Whether there's dev's out there that care about that or not is a different story.
Playstation Store already has region free PSOne games on it, that do not require a PSOne System Data file.
If you doubt me, ftp your harddrive and look at the following directory:
Subfolders in there:
There's a ps1.emu.self, ps2.emu.self, psp_emulator.self....it's fine if people don't think I have a clue as to what I'm talking about, but I can read and I have been reading and researching information on different files and etc needed to make and create things for the PS3...and .self files is number one on that list when it came to creating .pkg files for PS3 homebrews.
Edit: Remember there was non-modding tool/disc called SwapMagic for the PS2 and a program called USBExtreme that allowed people to rip their games to a format that could be played via USB. There was compatibility issue with some games not working/loading but there were others that did work.
Without the Emotion Engine chip it cant play ps2 games? the files can still be there because its like the old ps3's in just about every other way & I'm pissed to have that take up my memory but....
Those folders only appeared after i downloaded the ps2 add on from the store
But some consoles did have the graphic synthesizer (eventually that was removed as well), but it allow for software emulation, but not with all games.

Just like there's virtual machine and programs based off of virtual machine to run on PCs, there would have to be something to allow the function. That's just my guess and thoughts though.
