No, jailbreak dongles are USB microcontrollers. They can execute program code like a tiny computer, your USB stick can only store data it cannot execute it.
Since your ps3 is no longer vulnerable to the exploit you will need to buy a downgrader from PSJailbreak, or wait until an open source port is made.

Thank you for the answer. Do you know by any chance how long is it going to take for this open port to "appear"? And if I buy the dongle, can I play all games or are they going to be built to be played on higher versions in the future?

Not sure, but it is probably in high demand (the open source downgrader) so it's just a matter of time. As far as playing games that require higher firmware versions people have already started to find workarounds for this so I don't think it is a problem.

Ok, then I guess I'll just wait for the open source downgrader. I don't want to buy any dongle because Sony knows how to surprise us and I think they'll find a way to block them.
