UGH! This error message is getting annoying. No one on forums seems to be readily answering these errors, so I'll help... But I want someone to RESPOND WITH THEIR RESULTS after I post...
Try downloaded a retail psn pkg like a game demo and see if that installs. It probably won't. Go into recovery mode and choose the option to rebuild the database. Try again. If it doesn't work, its confirmed on another site that it was fixed by formatting the hard drive (which is a huge pain in the ass, but confirmed to work). If the other 2 options worked, let me know.
This error is getting very popular. I think it has to do with data being written the wrong place on the hard drive, possibly while lvl2 patches are in play. Did you get anything saying "corrupted data"?

Thanks for your response, unfortunatly i cant download psn cos i use internet dongle so ps3 is not online but i have allready tryed the whole of recovery mode to fix this, i have just switched to waninkoko cfw v.2 but still no joy, every time i try to install any pkg file i get error 80029563 when google'd nothing, but if i repeatedly try to install a pkg file i sometimes get a suggested opption with error 80029564 which is psn related =(((( bad times should have stuck to dongle

You will have to format. It is the only confirmed fix for this error message.

Weird. Maybe your usb device is starting to go bad and corrupting the files.
