No, it is not illegal. It is now illegal to sell modchip in Australia though.

I don't think it's illegal to sell modchips in Australia - blanket. I think it is the guy who sold them that lost the civil case - it wasn't a class action. What I've just said, though, is a very fine point because others are reflecting on their position and risk should Sony wish to pursue them.

Remember also the ChannelTech case in the UK which led to modchips being "illegal" there. Yet the market flourishes.
