I have a very similar console myself, a v18 SCPH-90004 with the new bios making FMCB use impossible.

You should be using DEV1 instead.
All decent modchips should have DEV1 support, so you can boot your maintenance homebrew without using any disc. And then you can use uLE to boot any other stuff from USB.
Well, that's as good a place as any for it, especially if you want to save on MC space.
The opl elf is in flashdisk.
I've noticed occasional glitching of the lid sensors on my own console, and it is possible that this can cause the mechacon (the CDVD controller) to start the drive spinning. If this happens with uLE active, then it should lead to uLE stopping it again, but with a main application that ignores the physical CDVD drive (like a game run by OPL) nothing is likely to stop it until you turn the console off.
After a few hours playing i hear the disc keep spining from the first uLE loaded, i think nothing to do with the uLE disc since i load the opl from the usb. but why the uLE disc keep spining ?
No. It may cause as much wear and tear on the drive as if you were actually playing a game from the disc. I'm not sure if the read head is automatically engaged too on these occasions, but I suspect so, in which case it is not just a case of mechanical wear and tear, but also of laser aging.
I believe so, as the game should not respond to the physical drive at all when run by OPL, but I can't swear to it. The best thing would of course be to remove the disc before starting the game, or better yet to have had the drive empty when starting the console, booting uLE by DEV1 methods.

Then I strongly advise you to use DEV1 booting, if your chip supports it, as that ensures that you don't use the laser at all, even in starting uLE.
I just want my laser life longer.
In my country slim laser isnt cheap for my pocket :(
But if you are forced to do the initial boot from a disc, then it may be best to remove that disc directly when uLE has booted, as uLE has no further need for it anyway. And with the disc removed it doesn't matter if you get some sensor glitch later when OPL is running. The disc spinning and laser usage will not occur if the disc presence sensor shows the tray as empty, and that is not the sensor subject to glitching (that one is the lid sensor).
I too use disc for the initial boot of my v18 console, but using SM3coder to boot uLE from MC, as that is the closest I can get to DEV1 booting without having a modchip.
But on a slim console of the older model v15 I normally boot uLE from MC by FMCB, and then run games through OPL with empty disc tray, so the laser is never used at all. And that corresponds directly to how it would work for you when using DEV1.
Some quick googling of the 'Super 7' modchip shows that it is NOT what I'd call a decent modchip, since it appears to have no DEVx modes at all. So all it can do for you is to boot physical backup discs, which also implies that if your laser dies your console is then useless. :(
So all the more reason to take care that this does not happen anytime soon...
