PSX Saves On a PS2 Card Via uLaunch/Similar

I have a PSX save on my PC, I can convert it to many formats for I'll just say it's MCR, but it can be changed if it needs to.
I want it on my PSX Memory Card.
I have no special hardware.
I have had repeated luck using a USB Stick and uLaunch to put PS2 saves from my PC on my PS2 Memory Card.

Is there a way to somehow get a PSX save file from my PC to a PSX Memory card using the following:
PSX Memory Card
PS2 Memory Card
USB Stick
FCMB
PS2

I also have the following:
Network Adapter
Network Cable(Attached to Router)
Hard Drive

If I really have to I can hook up the HDD to my PC, but I'd rather not bother if it is possible.

I don't see a "RAW" option in PSXMemTool.

Edit: PSXGameEdit doesn't seem to have "RAW" either. Are you sure it isn't called something else?
