Well to be honest I tried with Metal Gear Solid 3 (non-Subsistence) and Need for Speed Underground 2 and it did not work, although it is specified that it would.
The idea here is not to have an .elf file, but to make sure that the PS2 does not do a disc check before loading it, as that would trigger the copy protection.
So this is why 007:AUF works - there is no disc check in the menu before loading a save game, so if you load a driving level which is a different "game" (another program loads), you can just swap for a disc which has FMCB on it instead of the driving level.
Bottom line: try to get a copy of 007, it works for sure.
