hi i would like to say that this site kickass
Here my problem i had bought a refurbished PS2 at gamestop. A v4. I was told at my local mod-chip store that there is a chance that a modchip would not work booting up a backed up dvd ps2 game. Due to something about my laser would not last that long or something. And he talked me in to buying a swap magic, and i did and i'm pretty happy with it. but after a few months later i realized that i can not use gameshark/actionreplay with backed up games of any kind.
currently i am wondering would i have a problem with a modchip of any kind in my v4?
i did a serach on "problems with v4" and nothing really answered my question

Well usually it is more common to have laser problems with the V1-V3. I have yet to have a V4 laser die on me.
But then Sony does make pretty shitty lasers in the PS2's so depending on how often you use it, the guy may be right - I have had an almost new V7 laser die on me once...
Personally on a V4 I would go cheap and easy whilst keeping reliability - so I would stick with the 17 wire DUO.

how would i know if my laser died on me?
and how much would it cost to get the laser replaced?

lasers show age by working with originals and not with copies.
one can adjust the laser in many different ways to get some life back into it. a quick search will help on this. A clean sometimes also helps.
From what I have seen re-conditioned lasers can cost anywhere from US$40 to US$68 and they are never new and some are not even working i.e. they have just been ripped out of old PS2's untested and onsold.

dude forget all these daddy's account using ppl who are tellin u to do upgrades of $100-150...i have a v1 ps2 from the US launch date with a magic 3.1 and i havent had a single problem. I regularly watch dvds on it and sometimes it even is kept running for days. It has easily logged more than 10000 hours of game time.

cos wasn't that exciting! 
but as I said - with a V4 you are more likely to be ok than not.
