Well once again another mod for GTA: San Andreas
(this time though both PAL/NTSC versions are compatible)
outlaw420_420 informed me of a mod that was made way back in 2005..
A coder named Barton Waterduck had made a multimod for Grand Theft Auto San Andreas and here is what was stated by the coder..

"Keywords: ps2 harddrive, sa, biggest mission mod ever, legal ? i have no idea whatsoever. i'm stupid.
mods: car spawn, memory viewer, door lock mod, wanted level, max wanted level, 2 locators with interior scanning capabilities, in-car camera, traffic density, player and car immunities, ignored by cops / gangs / peds, mission starter / selector, interior explorer, player stats editor, set time, set weather, real time clock, weapon pickup explorer, pedestrian explorer, markers on tags, oysters, photoes, horse shoes, unique stunt jumps and girlfriends, clothes explorer, unlock cities from the beginning, set gamespeed from 10% to 400%, unlimited nitro boost on most stuff, improved handling (maby), unlock/enable unused interiors entry points, money, magnet on all helis, make car heavy, save anywhere including inside cars and planes (during flight) (not recommended) and a carry food with you mod.
All controlled through an interface similar to remote controls for new TV's.
Somewhat advanced interface so you need to study the readme well before you use this thing.
Spread it (the mod I mean) all over the place. Host it, give it to your friends, crosspost it (on other forums than gtaforums). Then it will live and never die by moderators wills.
EDIT: I'm still testing this mod. It looks like the newest mod, carry food with you, does nothing at all. Sorry about that."

"It's not pretty. Functional / powerful / (professional ?) whatever. Or just lots of features. I made no effort into the looks of it at all. Dunno what pictures would fit it. Maby the ugliest ones with numbers all over the screen. Or perhaps the traktor with nos ? Looks like a "traktor pulling" traktor with blue flames going strait up from the bonnet exhaust pipe. The hotknife looks good with nos too since it has the exhaust pipes ended on the side of the engine so you get that blue flame on the side of the doors. If you save in a heli in air and load that saved game, you start up falling to the ground while the rotor spins up. If you are high enough, it's not a problem, if not, you crash. Kinda "neat" I guess ? Haven't tried with a plane yet (wonder why). Pictures with markers on it can't be interresting. None of the hidden interiors can be interresting either since you can see pictures them in other places in this forum. Maby doing the burglary mission with a traktor (and it's already possible) would make a nice picture ? Another thing not tested yet that should be possible is to spawn a radio controlled tank in shootout missions taking place inside interiors like in the "end of the line" mission. Many possibilities for pictures I guess. I did test doing the vigilante mission with the hunter fitted with a magnet. Was way to difficult to actually catch the suspect with the manget real time so I had to use the game speed mod with that. Then it worked. Also a photo opportunity. Picking up cop cars when you're wanted is easy enough. You even get more stars for dropping them into the sea, like Rockstar coded that in just in case anybody would.
BTW, it's not ugly all the time because the interface is used to enable and disable single mods only so when you don't need the interface, you simply hide it and this also disables the "mod input" so you can use all the controls without any conflicts while the mod is still active. Or even deactivate the mod to prevent any "accidental" texts popping up.
Was thinking of changing the number plates on cars that you make immune to "BW CHEAT". That would be visual I guess."
"This mod can also show you more than twice the amount of interiors any jetpack cheats or cheat device can produce. You can see all the cutscene interiors except the basement and an office in the 4 dragons casino. It's also much easier to search for hidden interiors using this tool because you can select what interior groups to search for. You can't do that with any cheats."

Quick Install guide:
All that is needed is to copy the "CARCOLS.DAT" in the "DATA" folder of the ISO (once the whole game is extracted with Apache that is)
NOTE:
outlaw420_420 posted that the "CARCOLS.DAT" file is not needed for the mod to work ~ As all the CARCOLS.DAT file is used for is the changing of vehical colors
Also while in the "DATA" folder your going to need to open the "SCRIPT" folder as well and copy and paste the two files named "SCRIPT.IMG & MAIN.SCM"
After that just re-build the ISO
Burn to Disk or install to HDD and run through HDL (no modes needed)
NOTE:
I would suggest to test with HDL first to confirm your ISO works with the mod before burning to a DVD
Once the game has loaded push "L3+R3+L1" to start the mod
A text like this should be shown:
(Distance: 1.1m Height: 1.1m Flips: 1 Rotation: 1)
Once that is up you can use the RIGHT & LEFT D-Pad buttons to change the values
Push L1 or R1 to activate the different mods..
Take note that you will want to look with in the readme (In the mod file folder that you downloaded) and read up on what all the mod can do..

Just remember your going to need CD/DVDGen and Apache to rip and recompile the game..
