machine is acting screwy

I just did a mod chip and it worked fine and then took it out to reinstall so my friend could see. I turn on the machine (without a chip)and get no picture and the drive sounds like gets a power spike for about a half a second.

Any help? (it's a v7)

check to see if any points are bridged.

None are. I went over it with a magnafying glass.
