Ok i downloaded NBA2K11 but its NTSC format so it's SLUS (i loaded it with DEAMON TOOLS and saw) I need it to be PAL i have a program that makes NTSC to PAL and PAL to NTSC so i did it but when i load it with deamon tools its still slus is this supposed to happen dosent it have to become sles_***** or sces_***** ?!

An NTSC to PAL patcher only changes some of the function calls inside the main program binary so as to select a PAL video mode instead of the NTSC mode selected by the original function call arguments.
But it does not change the overall structure of the game release by changing the game ID of a US release (the SLUS/SCUS code) into the corresponding game ID of of a Euro release (the SLES/SCES code).
That game ID is also used as file name for the main program file and needs to match the BOOT2 entry in the SYSTEM.CNF file in order for the game to start at all. So I strongly recommend that you never modify the game ID at all.
There are also other reasons to keep the original ID and remember its nature as a US release, as that identifies what other utilities and/or cheat codes you may use with it. This is important as attempts to use such cheats or utilities designed for a different release of the game than the one you are using will at best fail without any result, but at worst it will crash the game.
Btw:
You should also be aware that there are programs which allow you to launch unmodified NTSC games in such a way that they are forced to use PAL video modes. You will find one homebrew freeware for that purpose (and others) in the main 'Homebrew/Dev & Emu' forum here at psx-scene. That program is named "GS Modeselector" (aka: GSM).

But you are of course right in implying that such a post does not belong here at all, nor does it really deserve an in-depth reply.
