People use it a lot here, but what exactly is the "Ground plane", and how does it relate to clk wires?

    Thanks.

And here I thought it was just a way of saying lay the wire flat.

Why wrap a ground around the clk wire?

    Thanks.

It reduces ground bounce. There's a great description of it on the Messiah 2 pdf install doc if you are interested. It's recommended for both Messiah and DMS clock wires.
