Football Kingdom running too fast on Memento FW 1.2e

Hello PSX-Scene members,

I recently got my hands on a original version of Football Kingdom, a NTSC-J game which I want to play on my PS2 slim model.
I ripped my game in BIN format with ImgBurn, unpacked it with IZArc and created a new ISO with ImgBurn.
Then applied a PPF, removed game data from my Memor32 card and patched the game successfully with MementoDiscPatcher.

The game launched without any issues with the patch applied and is playable.
However, the issue is that the game is running too fast and because I can't run the game in PCSX2 (version 1.00), I'm unable to check the exact frame rate.
Judging videos of the game on YouTube, I see that my game seems to run more then 10 frames faster.

Does this have anything to do with my PS2 being PAL region and the game being NTSC-J since that should pretty much cover the difference in frames or is there a different issue?

You got it yourself the increased frame rate is why it is running faster
