ELF file to allow playing import games (not backups)?

Is there an ELF file or something out there that can allow a non-chipped PS2 to play PAL games on an NTSC PS2? Actual retail copies, not backups. I know ESR can be used to play backup PAL games.

Depends on what bugs still need to be fixed, either in FMBC, or ESR.

For now, you can use ZoneLoader (by Sjeep).
The SRC is on SKSApps.
(I think that) It's possible, to modify it to load an ELF instead a game-disc (pretty sure ^^).
