Have you tried Red Kawa's PS Vita's video converter? I've used their converters to do PS3 and PSP's files. Not to shabby.
Just try the (not Xilinx) "Xlink" Soft Video Converter Platinum 2009...
The latest version of DVD Catalyst 4 is awesome, it has a PS Vita specific profile and the video looks as good as video's bought from PSN
I will have to check out some of these tools :D
I only use command-line encoding tools (x264) with .avs (AviSynth) scripts - it's the way to go if you want proper control over quality and size.
Anyone that's in the same boat as me - target the H.264/AVC High Profile to get the best quality to size ratio and resize all 720p+ content to the native res (960x544) otherwise you're just wasting space. You can use the slowest preset you're willing to but make sure the Level doesn't exceed 3.1 and you'll be fine.
Here's a nice public-domain sample: http://de-ge.so/encoding/samples/BBC.mp4
