A description of all payloads are in the 5th post in the MultiMan thread: http://psx-scene.com/forums/624362-post5.html
In short, a jailbreak payload is a small piece of code that interacts with your firmware so as to add a new function which allows redirection of blueray access to HDD.
(The BDEMU2 version implements two alternative methods for this.)
Such redirection is a basic requirement for being able to run normal PS3 games installed on HDD.
And as such it can possibly be targeted by legal actions claiming it to be a tool of piracy.
The payload was separated from multiMAN recently so as to lower the risk of this application becoming a target for such legal actions. As a positive side effect it also allows the payload and the application to be developed separately, by different people.
