CFW to restore locked saves from system backup on different PS3? –

I have a question which can only be answered by someone with some PS3 firmware hacking experience; this seemed like the best forum to get an answer.
I've got a PS3 system backup from a system that recently went YLOD. When I went to restore the backup, I got a warning that since the system I was restoring to was different from the one that the backup was made from, some data would not be restored. This data included some themes, everything under Game Data, and all save files that were marked as locked.
Now, did the new PS3 refuse to restore the content because it was encrypted with some key from the original PS3, in which case the data is truly lost? Or did it refuse to restore the content because it was respecting some "DO_NOT_RESTORE_THIS_CONTENT_PLEASE" flag, in which case a CFW could be written to allow the content to be restored?
