Wow, that would be a huge time saver for me. My current method of testing laser strength relies on lots of time, swapping, listening and cog adjusting.
I only know about the tool "Test-Lens" for PS2.
If I find it quickly, I upload it (if allowed).

Here is roughly what it means. Translated by babel fish and my limited Spanish knowledge.
*Note you must use the "change disc" command before inserting a disc, even if it was already in the PS2 before the app was loaded. Otherwise the tests won't run.
cambiar Disco = change disc
lectura secuencial = sequential reading
lectura alterna = alternating reading
lectura zig-zag 16 etapas = 16 stage zig-zag reading
lectura jump de 2 etapas = 2 stage jump reading
lectura jump2 de 2 etapas = 2 stage jump2 reading
test de Validacion = Validation test
All the results show an amount of time in miliseconds or seconds, depending on test, that it takes to do the selected test.
I imagine that the slower the disc reads the weaker the laser. I unfortunately did not see any tests that give results of the actual amount of errors while reading the disc.
I found a couple forums discussing this app, but they were all Spanish. I didn't get any more understanding of what the Validation Test results are actually reporting. If anyone knows already please chime in.

Yepp, I know no program which is available for direct testing of those errors.
You can just test, if it "hangs" at a point or read-speed is slow (if it is not your laser ^^).
(High PI-Error-Rate gives a slower reading, high PI-Failure-Rate gives more "hangs".)
Btw.: The only app, which shows "read-errors" is HDL afaik, but not for correctable read-errors.

i kind of figured this app was a good idea now i just need a coder to put my thoughts into fruition lol.
Actually, couldn't you just use something llike Norton Disk Doctor for Windows to detect if there are any disk read errors? There might be some free software out there, but I guess you wanted something like this to run on the PS2?
