Even if the programmers used the #define compiler preprocessor macro, that problem with having many calls to the read pad function will still exist.
Another way might be to hook onto the DMA transfers from PADMAN and switch around the CROSS and CIRCLE input signals, but the buttons displayed on the screen will still be in the "USA standard".
