also but it's a waste of space. anyway it reads from another two partitions +PGEN1.1 for roms and +PGEN1.2 for savestate, saveram and configuration
so it can be hdloaded? or not?
This is how you put PGEN in HDLoader
make a smal PGEN image without ROMs,
user WinHIIP, FAPLink or hdl_dump to inject the image to HDD.
make a new partition on the HDD using some partitioning tool.
ftp the ROMs to this new partition.

You're asking for a lot of hand holding which you just won't get here, since a lot of what you need to know has been covered in countless threads/faqs here and elsewhere.
But here's the quick answer:
PGEN bootable CD:
Files you need: PGEN.ELF, valid SYSTEM.CNF that loads PGEN.ELF (simple text file, look at a SYSTEM.CNF file on any game disc you already have, open in notepad, self-explanatory), and a ~10 meg or so dummy file, call it something like "DUMMY.001".
Burn the three files as a MODE2/XA disc with Nero or whatever. If done right this disc will boot. You can now install this with HDLoader. Be advised it will take 128MB of space on your HDD so a little space is wasted.
The other step is to get the ROMS copied to the HDD. If you don't want to learn how to use FTPs and other utilities, then here is the simplest way: get two utilities from ***3.com (you'll have to figure out what that is, the name is banned here): HDD Format Utility and HDD Dump Utility. You have to use the format utility to create a partition to copy the ROMS to (for the size, estimate how much space your ROM collection takes then make it just slightly bigger) and then use the Dump Utility to actually copy the ROMS to it. Burn your ROMS on a MODE2/XA data disc (or two, or however many it takes.)
For info on all the various ways you can execute ELF files like the utilities above, search and ye shall find.
